Regulations
The Regulations of the Barwon Rowing Club.
These regulations are the “by-laws” of the Club and can be changed, altered, deleted, added to, etc by the General Committee at any general committee meeting. Refer also to Rules of the Barwon Rowing Club Incorporated.
General Regulations
1. No Club equipment shall be used without the sanction of the Captain or Vice-Captain or in their absence, an official of the club.
2. No person shall enter any rowing boat of the Club unless he/she is suitable attired.
3. No member of the Club shall compete in any regatta without having first paid outstanding entry fees for the previous regatta.
4. A crew shall be in sole charge of the coach thereof. In the absence of a coach, the crew shall then be in charge of the person rowing stroke in the crew.
5. Coxswains shall be classed as honorary members of the club with no voting rights until payment of the appropriate subscription fees has been received but they shall however, abide by the Rules and Regulations and shall be under the strict control of:
5.1. when not acting as coxswain for any particular crew - the Captain or Vice-Captain or in their absence, an official of the Club.
5.2. when acting as coxswain for any particular crew - the person in charge of the crew.
5.3. when attending regattas, including overnight stays, the responsible adult/guardian for the primary crew of which the coxswain is a member.
6. All damage done to or suffered by the Club’s material or property must be immediately reported to the Captain or Vice-Captain, or in their absence an official of the Club.
7. Every Member and Associate Member of the Club must be in possession of a copy of the Rules and Regulations of the Club.
8. If the General Committee should decide to allow “ANY” exterior body or organisation to use the Club premises or equipment for any reason, the body or organisation shall conform to the following conditions:
8.1. A hiring fee determined by the General Committee be paid to the Club.
8.2. That any individual or organisation while using the premises shall be governed by the General Committee as to the use of the club’s premises/equipment, and that the Club’s Rules and Regulations shall at all times be observed by all members of such organisation.
8.3. That the members of any such organisation or body shall not have any voting power at any meeting of the Club without having first paid a full membership fee, and been approved as full members by the General Committee.
8.4. That the General Committee reserve the right to cancel the use of Club premises or equipment by any organisation or individual should they deem it necessary.
8.5. That the period of use of the Club premises by any organisation or individual shall be determined by the General Committee from time to time.
9. Private Boat Storage
9.1. General Guidelines
9.1.1. No private boats shall be stored in the Clubhouse without the prior permission of the Captain and the Vice-Captain.
9.1.2. This applies to both Members and Non-Members.
9.1.3. No other persons shall grant permission. In the event where permission is declined, the member involved may appeal to the General Committee. The member shall appeal in writing and document, with direct reference to these regulations, the reasons for appealing. The onus is on the member involved to substantiate why they have been unfairly refused permission.
9.1.4. Any person, member or non member, storing private boats (or equipment) in the Clubhouse does so at their own risk. The Club will not be responsible for any vandalism, theft, fire, flood damage etc. to any private boats (or equipment) stored in the Clubhouse.
9.1.5. Permission is granted for a period of up to 12 months.
9.1.6. The period will commence on the 1St June and end on the 31st May the following year (these are the official dates of the Club’s year – refer to Rule 40 of the Club’s Rules). (Permission granted after the 1st June, for example, the 1st December, will cease on the 31st May.)
9.1.7. A racking fee will be applicable and is to be paid within 7 days of permission for private boat storage being granted.
9.1.8. The racking fee will be determined by the General Committee and will be reviewed annually. Members will be notified of the racking fee in May, for the following year.
9.1.9. Applications from members to store private boats in the clubhouse shall be made using a completed “Application for Private Boat Storage”. The forms are to submitted to the Captain or Vice Captain, no later than the 15th May. A completed form is required for each season and for each boat. The onus is on the member to complete and return the application form.
9.1.10. The applying member assures the Club they will make good on any future actions they have declared on the application form. Applications will be reviewed if actions are reneged on and permission may be revoked. Permission can only be revoked by the General Committee.
9.1.11. Decisions on racking will be made from the 15th May to the 1st June in each year.
9.1.12. All decisions in regards to the allocation of racking space are to remain in place until the following 31st May, unless both the member and the Club agree otherwise OR there are other issues with the member involved, for example, disciplinary reasons or removal of the member from the Club.
9.1.13. A member who has been allocated a boat rack, shall not hand over, pass on, sub let, lend, loan, etc, this rack to another member or non-member. Any member proposing to vacate the rack allocated to them, shall advise the Captain or Vice-Captain of such at the earliest practical opportunity in writing.
9.2. Members - Full Time Storage
Current financial members may store their boat within the Clubhouse subject to the following:
· Permission has been sought as per Clause 9 above.
· There are sufficient and appropriate boat racks available.
· Unless a current Junior Member, any Member storing a private boat in the Clubhouse shall pay a Full Rowing Membership, regardless of whether the member does / does not represent the club at regattas.
· Private boats stored by Members shall not be stored on the floor of the Clubhouse - boats shall be stored on the proper permanent racks.
· The Captain or Vice-Captain shall maintain a written record of who has obtained permission, what type of boat is involved, the date permission was granted and the type of membership of the members involved.
· In the event of a shortage of boat racks, then favourable consideration will be given to those members who wish to store a private boat, that represent the Club at RV or RA sanctioned regattas, help out around the club, regularly attend fund raising functions, regularly assist at working bees, help out at regattas, coach Club crews, etc.
· The following table will be used in assessing a member’s request for private boat storage. In the event of any new Boat Storage Application being made, an existing agreement will not be retracted even if the new application results in a higher ‘score’.

· Any private boat that is available for general Club use shall be given preference to a sole use private boat.
· Private boat racks are not to be stored in the Clubhouse.
9.3. Non-Members Storage
· Non Members may store their private boats in the club subject to the following:
· Permission is sought as per Clause 9 above.
· A racking fee, to be reviewed annually by the General Committee, per seat per night shall apply.
9.4. General rules for Private Boat Storage
The following rules apply for both Member and non Member private boat storage:
· All payments, whether membership fees, storage fees or per night fees, shall be paid in advance.
· Any person, who on a regular basis, uses a private or Club boat stored in the Clubhouse shall be deemed to using the Barwon Rowing Club’s facilities and shall pay the appropriate membership fee, unless specific exemption has been granted by the General Committee. Regular is defined as being more than one day in any week and/or more than 2 weeks in any year
· No notice will be given for overdue monies - it is responsibility of the boat owner/user to determine if there are any monies are owing.
· In the event of non-payment, overdue monies, boats stored without permission - private boats may be removed from the Clubhouse by the Captain or Vice-Captain without any prior notice to the boat owner/user.
· The General Committee may, at times, determine that non-club boats may be stored in the Clubhouse without any payment/s, eg, overseas crews training in Geelong and using Clubhouse to store boats/equipment.
· Barwon Rowing Club boats and equipment shall have priority over any privately owned boats.
10. Fines
Any fines applied by Rowing Victoria (RV) and/or any other organisation to the Club at regattas are the responsibility of the crew and coach attracting such fines. (Crew also means sculler).
Crews and coaches are responsible for fines attracted by but not limited to:
· No advice to regatta secretary of a scratching (or the organizing of such).
· Late scratching.
· Non appearance for a race.
· No crew numbers.
· Crew changes.
Ideally and where possible, a Club official will assist with scratchings, crew changes and other similar issues associated with regattas, however, unless a Club official is notified in a timely manner, the crew and coach are responsible.
Should a crew and /or coach elect not to pay a fine due to their acts, this crew will not be entered for any future regattas until the fine is paid.
11. Animals in Clubhouse
No animals are permitted upstairs in the clubhouse.
12. Use of Barwon Rowing Club’s facilities
Any person using a private or Club boat, weights, rowing, ergos, etc stored in the Clubhouse shall be deemed to be using the Barwon Rowing Club’s facilities and shall pay the appropriate membership fee, unless specific exemption has been granted by the General Committee. In the case of a person using the social facilities only and less than five times in one year, this person is not required to be a member. Exemption may also be given in the case of single use of the Club facilities, for example, use of showers at a regatta by non members, use of ergos by visiting athletes/schools.
13. Members Under 12 Years of Age
Any member under 12 years of age shall be accompanied by a person over the age of 18 years of age, arranged by their parent or legal guardian, when this member is undertaking any activities including but not limited to: on water rowing, using weights, handling equipment, using the rowing machines. The parent or legal guardian of this member shall acknowledge, in writing, their acceptance of the above condition.
